Harper's Government not "Harper's Government" ?

I'm glad to see this story hasn't died, though surprised to see Harper's Government reply to it:

Despite all the back-and-forth "he said she said" denials that this was an official communication, I noticed the term before Parliament let out, when I was on the website of Conservative MP Brian Jean (he of the helmet hair) That seemed proof enough for me. Here are images of the press releases on his Riding News page. The term Harper's Government suddenly crops up in December 2010. If they want to plausibly deny this "rumour" maybe they should clean up their MP's sites.
